Should Pagan Clergy Have A National Registry?

There has been talk lately of starting a national registry of Pagan clergy, implying that a national registry would separate "good" clergy from "bad" clergy. I can see the good intentions behind it, but then I also see the potential disaster of such an undertaking.

We have been taught to look to central authorities for validation of services. Doctors are required to pass medical exams in order to practice medicine. Lawyers are required to pass exams in the state within which they plan to practice Law.
